LEROY SCHWEITZER, 61, leader of the Freemen, the anti-government, anti-black and anti-Jewish group best known for its 81-day standoff with law-enforcement officials in 1996; to 22 1/2 years in prison; on charges including bank fraud and illegal possession of firearms; in Billings, Mont. U.S. District Judge John Coughenour, who said he wanted to send a "loud and clear message to those who pass this hatred...around," also handed stiff sentences to six of Schweitzer's comrades.
