For almost a year, a presidential COMMISSION ON CRITICAL INFRASTRUCTURE PROTECTION has been quietly collecting intelligence reports and interviewing business executives and local officials to determine how vulnerable banks, telecommunications systems, utilities and transportation networks are to attacks from terrorists or cyberbandits.
