A gold-rush mentality is taking shape among many black businessmen. Dinkins, who established a warm rapport with Nelson Mandela during the South African leader’s trip to New York two years ago, has lately been meeting with other African National Congress officials to discuss when the city should lift its sanctions. The move could come in two to three weeks.
