India and Pakistan were talking war last week, but so far they have exchanged only angry words. Prime Minister V.P. Singh told Parliament that the people of India must be made "psychologically" ready for war with Pakistan, and that Islamabad would have to pay a "very high price" if it did not desist from fanning the secessionist uprising in India's Kashmir region.
