Down in the ring, a dozen brown bears juggle, jog and tumble, saucily hugging floral bouquets. Eighteen tigers dance in a chorus line, and a wild horde of horsemen charge around the ring. If this were Oz, Dorothy would certainly say, "Cossacks and tigers and bears, oh, my!" The wizards of the Moscow Circus have finally returned to the U.S.
