In his three years as Ethiopia's Foreign Minister, Goshu Wolde dutifully defended the policies of Marxist Leader Lieut. Colonel Mengistu Haile Mariam. But last week his message was different. Meeting with reporters at the United Nations in New York, Wolde said he was resigning his post and lashed out at his nation's pro-Soviet regime. Said he: "I have recently watched, with helplessness, as my country slipped further and further into authoritarianism and absolute dictatorship, with the inevitable consequences of intolerance and repression."

A moderate, Wolde had opposed parts of a new draft constitution that would make the country a full-blown Soviet...
