The State and Treasury Departments have pulled the plug on ABC's plan to televise the 1991 Pan American Games in Cuba, contending the broadcasts would violate the U.S. ban on commerce with Fidel Castro's island. While Cuba could lose $9 million in fees from ABC, a bigger loser might be Atlanta. City officials fear a backlash against the U.S. could damage its bid to host the 1996 Olympics.
