But on the Mexican border, tactics have regressed to old-fashioned simplicity. The authorities are now using dogs to sniff out U.S.-bound marijuana. Smugglers, in turn, are using the weapons of another age; they now shoot small packets of pot across the Rio Grande by bow and arrow.
