In Luxembourg, protesters swamped the U.S. and Japanese embassies with so many telephone calls that they blocked the lines. In cities as far apart as Bonn, Stockholm, Amsterdam and Christchurch, New Zealand, demonstrators paraded outside the two nations' embassies.
