FISHING: Repelling Foreigners

Posters plastered all over the picturesque fishing port of New Bedford, Mass., proclaim: THE SOVIET FISHING FLEET IS TWELVE MILES OFF OUR COAST AND SUCKING UP EVERYTHING THAT SWIMS, CRAWLS OR HIDES IN THE SAND.
