ALMOST unnoticed because of the distractions of Viet Nam, the rest of Asia has been undergoing some widespread and fundamental changes. In the past several months, a suddenly cooler China has been the catalyst of a number of gradual shifts that have been taking place in the mood and manner of Asia's capitals.
