After Michigan convicts had finished mailing 2,300,000 No. 3 ration books for OPA, prison officials found that:
> One convict had mailed ten books to his brother & sister.
> Others had stolen an estimated $150-$600 by removing uncanceled stamps from OPA mail.
> Numerous Michigan housewives had received mash notes enclosed in their ration books. Said an OPA official: "None of the notes were what could be described as vulgar. They merely emphasized a tendency to jolly the public along a bit."
