The President's Ear

Sir: Bravissimo to Presidential Assistant John Ehrlichman, who asks the Nixon Administration: "Do we have to do this at all?" and "Why can't the states do this?" [June 8]. For 25 years we have seen the Federal Government assume functions it was never created to perform.
