Education: Again, Wisconsin

Few U. S. educational institutions have had such a political kicking around as the University of Wisconsin. In 1937 Wisconsin's then Governor Philip Fox La Follette packed the University's Board of Regents with his own men and ousted slick Glenn Frank from the presidency. Hardly had Phil La Follette got Clarence Addison Dykstra, Cincinnati's flood city manager, into the job than Wisconsin did a political about-face and elected plump, pink Republican Julius Peter ("The Just") Heil to the Governorship (TIME, Jan. 16). Governor Heil promptly declared war on President Dykstra.
