Sir: Once again the desperate lot of the Negroes and the conditions in which they live in Northern ghettos has caught a city by surprise [July 21]. This is all the more horrifying when we realize that the federal, state and local governments seem at a loss to know what to do. Congressional leaders seem more concerned with punishment of the rioters than in identifying and treating the causes that have been festering for years.
