Britain's hard pressed Labor Government, bedeviled by Tory critics on the right and Bevanites on the left, last week was attacked from beneath, by the very people who did most to put it in power. The government's new critic: the powerful General Council of the Trades Union Congress, which presumes to speak for 8,000,000 workers. It had not really been speaking for them for a long time.
