Federal spending in July, August and September rose to $17.8 billion, a 20% boost above the comparable 1951 figure, the U.S. Chamber of Commerce reported this week. The biggest increase was in civilian agencies; the Labor and Agriculture Departments' spending was 60% above last year. The only department to show a decrease: the Justice Department, which has sliced the budget of the FBI.
