For ten years in the U.S. House of Representatives, Georgia’s wavy-haired Paul Brown prided himself on being the Congressman who “never missed a roll call.” One day this week a colleague rose to explain the strangely empty Brown seat: Lieut. Robert Thomas Brown, 24, Representative Brown’s submarine-officer son, had just been reported “missing in action.”
