At the annual U.S. Mayors' Conference, held last week in Chicago, a Tribune reporter asked New York City's razor-tongued Fiorello LaGuardia if he would consider entering a wastepaper-collecting race with Chicago's tousle-thatched Edward J. Kelly. Cracked hen-shaped Fiorello: "No. . . . Chicago has an unfair advantage. . . . Look at all the people who throw away the Tribune."
