For the first time in history, a nation at war has notified the enemy that it intends to restore to the rightful owners all looted art treasures. For this purpose the U.S. Department of State announced fortnight ago the formation of the American Commission for the Protection and Salvage of Artistic and Historic Monuments in Europe. Headed by Supreme Court Justice Owen J. Roberts, the Commission will work together with similar groups in other countries.
