In high spirits, U.S. Minister Robert Murphy and British Minister Harold MacMillan made a round of calls in Algiers. First they dropped in on French Foreign Affairs Commissioner Rene Massigli. They bore good news: Washington and London had granted limited recognition to the three-month-old French Committee of Liberation. Amiable Rene Massigli expressed "pride and satisfaction," the more so because the Anglo-American action released the spring that had held back Canada, Russia and most of the other United Nations.
