Many baseball bigwigs feel about their Commissioner A. B. ("Happy") Chandler the way some Democrats feel about President Truman. They wish the other guy were still here. They had reservations about Judge Kenesaw Mountain Landis as czar. They hoped when they unanimously compromised last spring on Happy as the Judge's successor that they could have him as the czar who reigns but does not rule.
