Army & Navy - Long Way Around

From an evacuation hospital somewhere in North Africa came a symbolic anecdote:

The commanding colonel had a little villa with the unusual luxury of running water. But for conservation's sake he found it best to shut off the water part of the day; at such times a bucket of water was kept beside the toilet to be used in flushing it.
