SOLDIER BONUS: Tardy

It is scarcely credible, after the great to-do which was made to pass the soldier bonus through the Congress at its last session, that ex-soldiers are now slow in applying for their boni. To be sure, no insurance certificates will be issued until Jan. 1; and no cash payments made until Mar. 1.
