With a practiced finger on Europe’s always uneven pulse, Oldster David Lloyd George this week diagnosed: “Ten days ago everybody was asking: ‘Does this mean war?’ The answer then was invariably: ‘What do you think?’

“Today the first question is not often put, and when it is the answer is an emphatic : ‘Not this time.’ ”

In Rome Pope Pius XI was even more strongly of the same opinion. Roundly declared His Holiness: “The physical and material impossibility of war in the present actual grave circumstances appears manifest to us” (see p. 36).
