To the Wilbur K. Hitchcocks of Mt. Pleasant, N. Y., raising English sheepdogs is fun. To their neighbors it is no fun. Last February a court ordered onetime Justice of the Peace Hitchcock to reduce his kennel of more than 40 dogs to "a reasonable number."
