If France and her Little Entente Allies decide that they must wage a "preventive war'' on Germany (TIME, Oct. 30) public opinion among their own peoples will have to be worked up. Last week grizzled old Professor Thomas Garrigue Masaryk, "Father of Czechoslovakia" and its perpetual President, did something he had never done before on a birthday of his country, which last week was 15. Standing stiffly in Prague's Wenzel Square the President reviewed a Czechoslovak birthday parade in which for the first time marched not only citizens and peasants but troops....
