While editors, lecturers, friends-of-the-President and other Washington soothsayers still struggled to interpret the Delphic Wickersham report in Washington on Prohibition (TIME, Feb. 2), public attention was fixed briefly last week on the world's only other Prohibited republic, Finland. Finland too is troubled with speakeasies, bootleggers, hijackers, et al. Finland too is faced with a Presidential election in the near future. Finland too has a growing groundswell of political Wetness. And not unnaturally, Finland too last week acquired a Wickersham Commission, officially a "committee of experts to investigate thoroughly the social conditions...
