The strength of friendships made in the U. S. Foreign Service became evident last week when Tariff Commission Chairman Henry Prather Fletcher, onetime career diplomat who in 22 years rose to be Ambassador to Italy, made Leland Harrison, career diplomat who lately ended 22 years service by resigning as Minister to Uruguay, chief of the Commission's international relations division.

Pleased indeed must have been Chief Harrison with his appointment. He had resigned his ministership because he could not find for rent a suitable house for his family in Montevideo. He can now...
