TIME
The “Highest Feed Barrister in Great Britain” Sir John Simon prepared to sail at once for India, there to continue the labors of his “Indian Statutory Commission” (TIME, Jan. 30 et seq.). Sir John, as Chairman of the Commission, is directing a gigantic research into whether it is advisable for Parliament to grant or withhold a greater measure of Indian self government.
Thus far the Indian Council of State (upper house) has voted co-operation with Sir John; but the Indian Legislative Assembly (lower house) has rebuffed him completely; and all throughout the spring and summer malcontents have tried to foment an Indian boycott of British goods.
