Last week the Senate voted on the question of joining the World Court with reservations. There was no doubt whatever about the outcome.

For some ten days a filibuster by the opponents of the Court had prolonged debate before cloture was imposed (TIME, Feb. 1). Immediately thereafter the opposition realized it was beaten.
