The Premier now holds the portfolios of Foreign Affairs, War, Marine and Air. It was argued in Rome that, if this kind of thing goes on. Signer Mussolini will be the whole Cabinet. More probable, however, was the rumor that the Premier intends to create a Ministry of Defence combining the portfolios of War, Marine and Air.
