Five men were appointed by the President to make a report on Muscle Shoals before Congress reconvenes in December. Their job is to help the President and the Congress to decide what to do about the Shoals—a matter which President and Congress have been unable to decide by themselves these four years. The five:
Russell F. Bower, the Farm Bureau Federation's specialist on the subject.
Harry A. Curtis, Yale Professor of Chemical Engineering, who directed a recent world nitrogen survey for Mr. Hoover.
