The Soviet Commissariat for Public Instruction has set out to find the best schoolmaster in Russia. Accordingly it has designed an examination of which the most important feature would seem to be reports to be submitted by all Russian schools dealing with the personal, pedagogical, cultural and political capacities of each individual.
