Civic Duties for Noncitizens

California lawmakers passed a bill this summer to permit legal immigrants who aren't U.S. citizens to serve on juries. The measure, which Governor Jerry Brown is expected to sign, is one of a number of steps the Golden State is preparing to take to allow noncitizens to participate in civic life in ways previously reserved for citizens.
