In the past few years of his 20-year congressional tenure, Kildee has focused on education and labor issues. He has worked to fund elementary and secondary schools, as well as child-nutrition and school-lunch programs, and fought to prohibit companies from permanently replacing striking workers. But having won re-election by progressively slimmer margins, he could be in for a hard race this year.

QUOTE OF NOTE: "[It is] absolutely imperative that our children achieve the highest possible academic standards...Business and industry respond to the demands of the marketplace, and so must our schools."

PATRICK NOWAK (R) District 9

BORN: Aug. 23, 1938, Detroit EDUCATION: Marquette U, 1957-59 FAMILY: Wife, Sandra Jean; six children RELIGION: Roman Catholic MILITARY: None OCCUPATION: Vice president of civil-engineering and consulting firm POLITICAL CAREER: Oakland County commissioner, 1973-76 ADDRESS: 3255 Dixie Highway, Waterford 48347. Tel.: 810-673-3491

The National Republican Congressional Committee considers Dale Kildee one of the Democrat's most vulnerable incumbents and thinks Nowak a strong contender. He boasts five years as state transportation director, saying that during his tenure almost 3,000 miles of road were improved. Politically, he wants to reduce federal spending, aggressively fight crime and drugs and limit congressional terms.

QUOTE OF NOTE: "I will be very concerned about transportation...I know first-hand the morass created by the Federal Government in transportation funding."

DAVID BONIOR (D) District 10 (Southeast--Macomb County; Port Huron)

BORN: June 6, 1945, Detroit EDUCATION: U of Iowa, B.A., 1967; Chapman College, M.A., 1972 FAMILY: Wife, Judy; three children RELIGION: Roman Catholic MILITARY: Air Force, 1968-72 OCCUPATION: Probation officer; adoption caseworker POLITICAL CAREER: Michigan House, 1972-76; U.S. House, 1976- ADDRESS: 3270 Grandview Court, Shelby Township 48316. Tel.: 810-468-5512

Bonior has been one of the prickliest thorns in the G.O.P.'s side. Energetically attacking Newt Gingrich and calling for an ethics investigation of his PAC, Bonior, who as minority whip is the second most powerful Democrat in the House, has hurt the G.O.P. The G.O.P. wants to "bounce Bonior" also because he is, with the exception of his antiabortion position, liberal on nearly all issues. Whether vulnerable or not, Bonior is at the top of the Republicans' congressional hit list.
