Peirce wants to encourage experimentation. "Rhode Island, for example, could become a city state, and more states could go to the unicameral legislature. We could learn so much from experiments, even if they fail." His main concern is in "making Government more responsive and humane." Says he: "Legislation is passed in Washington, but its implementation is in states and cities. What is important is how it affects people's jobs and their lives."
