Cuba and the Soviet Union

Fidel Castro announces the Soviet Union will help build a "fishing port" in Cuba to "facilitate the operations of the Soviet fishing fleet." Suspecting that nuclear missiles will soon be installed 90 miles off the U.S. coast, Congress authorizes the President to use force to limit Soviet operations in Cuba.
