The U.S. considers diplomatic recognition of communist China. Some see it as a way to gain a political and economic foothold there. Others, like Arthur Vandenberg, the Republicans' top foreign-policy strategist, say "China must first demonstrate its 'competent control [and] its willingness to observe the rules of international law."
