A former teen-pop singer chirping free-associative lyrics with Lil Wayne–style cadences accompanied by a onetime hard-core-punk guitarist and a loop of Funkadelic's 1971 acoustic soul number "Can You Get to That"? "Rill Rill," a disaffected chant that might be about a dissolving friendship, should be a train wreck; instead, it shimmers like barbecue haze.
