Highly Political
Just as Bush criticized the Clinton White House for giving polls and political considerations too much weight — and then engaged in the same practices in his own Administration — candidate Obama scorched Bush for putting politics above the national interest. Sure enough, Obama's team consumes a steady supply of what is euphemistically called "research" to help it reach decisions on everything from health care to global wamring.
