No Rock Left Unturned

Beyond proposals elsewhere in the state to peddle zoos, parking meters and convention centers to private owners, the Oroville, Calif. sewer district is now hoping to sell its new water-treatment plant as well. But there's intense local concern that private ownership will mean fewer benefits for the state and more for the owner. Several committees have popped up to study the matter.
