Tim Geithner, Secretary of the Treasury

Brought his grade up at the end of the semester, displaying sufficiently improved public performances to stop his own professional crisis and whispers of a quick departure. Still lacks constituency support where it counts — Wall Street and Capitol Hill — and a personal demeanor that can reassure the public that things will be O.K. and the Administration is on track to fix what ails the economy.
