On Nov. 18, 2011, near Sendai, Japan, undamaged houses stand near the foundations of homes destroyed by the March 11, 2011 tsunami. Though much of the debris left by the tsunami has been removed, there is little sign of rebuilding in the communities hit by the disaster eight months ago.
