In order to demonstrate that the river could qualify for the EPA's clean-water standards — and thereby get the agency's imprimatur — George Wolfe, a local kayaker and blogger, organized a small flotilla to float down the river, tracing it from its source in Canoga Park to its estuary in Long Beach.
