In 1888 Anthony and Stanton (seated, fourth from left) established the International Council of Women, which, when it first met in Washington DC, received 49 delegates from 9 countries. Though it did not actively promote the idea of women's suffrage, it drew tremendous public attention to the idea of women's equality.
