Rove first met George W. Bush in 1973 when he served as special assistant to George H.W. Bush, the younger Bush's father. More than two decades later, he would lend his strategical savvy to the junior Bush's 1994 gubernatorial campaign in Texas, helping the fledgling politician claim his first elected office.
