As an associate Census director in the 1990s, Groves angered Republicans by supporting a statistical adjustment to compensate for the 1990 undercount, a move that was eventually quashed by the then Republican Commerce Secretary Robert Mosbacher who was overseeing the Census Bureau. Groves arrives in Alaska in a dogsled to formally launch the nation's 2010 count.
