Clinton Gets the Line-Item Veto

WASHINGTON, D.C.: The Court also gave Bill Clinton the Holy Grail of the American Presidency, the line-item veto. But it may be only a temporary victory. Justices did not rule on the constitutionality of the veto, merely dismissing the suit because the six Congressmen who brought it did not have the legal standing to challenge the law. While Clinton thus becomes the first to receive the power sought by nearly every president of the past century, his victory may be shortlived, since the court made it clear that the law could be challenged by anyone affected by a line-item veto once the president uses it.
