VIENNA, Austria: Gasoline prices may dip slightly this summer, thanks to Iraq's resumption of oil exports. OPEC ministers are meeting this week in Vienna to decide how to counter the new oil exports to cushion prices. Oil prices have already fallen from a high of $25 a barrel in April to below $20 on the anticipation of Iraq's return to the market. At issue for the member countries is whether to reduce their own production to offset the extra oil coming into the world market. The lifting last month of UN sanctions in place since the Gulf War allows Iraq to export $2 billion of oil over 180 days to pay for food and medicine. -->
